Imo the brand to be looking out for at that price is Casio. G-Shocks, Duros, and other digital watches from them are all great. Seiko 5s can be good too. There used to be a bunch well under $100 on Amazon, but not they're unfortunately more expensive. You can, however, still find them for under $100 if you look.
Not a diver, but I think the best quality watch that you can find at around $500 is a Hamilton field watch.
