I had a similar problem with my Bluetooth Arc Touch BT mouse on Windows 10 with a Targus Bluetooth 4.0 adapter. I found my solution here. In Devices manager > Bluetooth >Broadcom BCM20702 Bluetooth 4.0 USB Device > Power Management, I had to disable 'Allow the computer to turn off this device to save power'.

Someone mentioned bluetooth, on my windows 10 laptop i went to bluetooth devices, removed the "samsung 65" tv" from connected devices, then pressed the windows button and "k". Clicked on the tv, reconnected, and the tv prompted me to allow it to connect. Clicked allow, and boom! it worked!
